
A web of multimillion-dollar contracts has put Manfred Mauricio Quintanilla Hernández in the spotlight. Through his company, Grupo TUM, he has consolidated a monopoly in the parcel and courier sector in Mexico, benefiting from suspicious government agreements.
For years, TUM has controlled mail and shipping logistics in the country through high-value contracts. In May 2023, it was awarded another contract for more than 2 billion pesos, assuring it control of the service until May 2027. This agreement, given to TUM Transportistas Mexicanos and TUM Logística y Servicios Dedicados, both of which it owns, has raised suspicions about its legality and transparency.

Irregularities in the contracting processes of these companies are not new. In 2020, Correos de México awarded them another multi-year contract in a process in which only their own companies participated, which has raised suspicions of violations to the Procurement Law and lack of real competition.
Quintanilla’s business goes beyond the postal sector. As owner of the firm EVM Energía del Valle de México SAPI de CV, he has obtained contracts with the Federal Electricity Commission (CFE) since 2016 without having participated in Long-Term Auctions. In addition, his company was the main energy supplier for the Mexico City Water System (Sacmex) between 2020 and 2023, with contracts for more than 400 million pesos signed in the name of CFE Qualified, although in the official permits the Quintanilla family’s generating plant appears.
In view of the growing investigations and disputes with partners, Manfred Mauricio Quintanilla fled to the United States, taking refuge in cities such as Miami and California. In addition, there are already arrest warrants against him, which highlights a corruption scheme that has operated with impunity and is now under the authorities’ magnifying glass.
